Anyone (individual or organization) working directly with children to realise their Right to Education is welcome to participate in the RCE QAS. To keep the RCE QAS as inclusive as possible, we have defined "education" in the Declaration of Child Rights-Centric Education in broad terms, and leave it to potential Participants to decide with the children they work with whether their work is considered education or not. The only limitation is the requirement to be directly working with children, because it is only then that you can report on what you are doing to respect the Rights of those children in your practice.

That said, we our focusing our efforts on educators in

  1. School environments (both State and non-State), as they are the primary institutions through which Children's Right to Education is realized.
  2. Home Education environments, because when Parents/Guardians take primary responsibility to realize their Children's Right to Education, it is imperative that their education practices respect Children's Rights.

As some categories of Participants have a legally protected basis for respect Children's Rights (categories 1 to 4 below), this information will be collected as part of the Pledge to Participate in the RCE QAS.

  1. Parent(s) / Guardian(s), exercising My/Our "responsibility, right and duty to provide appropriate direction and guidance to My/Our Child/ren in the exercise of their rights" as provided in §5 of the UN CRC.
  2. State School, acting in loco parentis for §5 of the UN CRC, and obliged under the UN CRC to respect Children's Rights.
  3. Independent School, acting in loco parentis for §5 of the UN CRC (Note: §29 2 of the UN CRC assures the right to establish Independent schools)
  4. State institution other than a School, working directly with Children, obliged under the UN CRC to respect Children's Rights.
  5. Individual/s committing to respect Children's Rights.
  6. Independent (i.e. non-State) Organization other than a School, committing to respect Children's Rights.
